The individual who left me a voicemail possessed an intonation of overwhelmed depression, stated she had no resources to help me, and did not offer any possibilities of where I could get the answers I am needing. There comes a time when a bureaucratic government employee needs to evaluate whether she is working to assist her clientele, or is perfunctorily going through motions to receive a paycheck.
